As the result of the passing of P.L. 2025, c. 20, the number of signatures required on a nominating petition has changed. This takes effect immediately.

Current Legislation:
N.J.S.A. 19:63-6.1 Voter education campaign, vote by mail status; removal, change, potential.
6. Each county shall undertake a voter education campaign, through existing media such as television or newspapers, through online platforms, or by mail addressed to registered voters with vote by mail status, to inform voters about the potential of removal from permanent vote by mail status and the potential change in where a mail-in ballot is sent as provided by P.L.2022, c.68 (C.19:63:-6.1 et al.). The Division of Elections within the Department of State shall establish guidelines to be distributed to the counties for the counties to follow for the purpose of carrying out the voter education campaign.
The law requires the County Clerk’s office to stop automatically sending ballots to voters who have not voted their vote-by-mail ballot during the last four years. If the New Jersey Division of Elections voter records indicate a voter has not returned a vote-by-mail ballot since 2021, the County Clerk’s office will no longer be able to continue automatically mailing a ballot. Notices will be mailed to all voters impacted by this law.
Any voter impacted by this law may re-enroll in the vote-by-mail process by sending a new vote-by-mail application to the County Clerk's office.
No action is required if a voter wishes to vote in-person at the polls.
This law does not affect voter registration status.
Vote by Mail

Qualified voters may apply for a Vote by Mail ballot by completing a Vote by Mail application and mailing to the address below. The deadline for mailing the Vote by Mail applications is 7 days before any and all elections (Fire, Primary, General, School, Special).
Voters may also apply in person at the County Clerk's Office up until 3 pm on the day before the election. The Gloucester County Clerk's Election Division is open Monday through Friday from 8:30 am until 4:30 pm (excluding holidays).

The County Clerk cannot accept copies of a Vote by Mail application, an original signature is required.
Military Voting
Federal Post Card Application (FPCA)
Active-duty military and their family members may register to vote and apply for a Vote by Mail ballot by using the Federal Post Card Application (FPCA). Military members include those of:
- Armed Forces
- Merchant Marine
- National Oceanic and Atmospheric Administration
- Public Health Service
New Jersey law permits the emailing of Vote by Mail ballots to uniformed service members and their families.

Nomination Petition Filing Deadline for School Election Candidates for General Election (last Monday in July) N.J.S.A. 19:60-7 Petitions must be filled out and notarized before filing with the County Clerk. The County Clerk does not notarize petitions.
It is highly recommended that petitions be filed in-person. Appointments to file a petition are encouraged.

If you choose to mail a petition, it must be received prior to the deadline. Postmarks are not acceptable.
Two or more candidates for any given term of office may notify in writing the County Clerk, at least seven days before the drawing date that they wish to have their names with their chosen designation, if any, bracketed together, so that their names and designation, if any, are selected as a group at the drawing and their names and designation are printed together on the ballot. The candidates shall determine among themselves the order in which their names are to appear within the bracket prior to so notifying.

Petitions for Fire District
Fire District - General Petition
The following municipalities hold Fire District elections at the November General Election:
- Mantua Township
- Washington Township
- Westville Borough
Petitions for Mantua Township, Washington Township and Westville Borough Board of Fire Commissioners (only) are filed with the County Clerk. Petitions must be filed with the County Clerk's Office before 4 pm on or before the last Monday of July proceeding the November General Election. Petitions must be completed and notarized before filing with the County Clerk. The County Clerk does not notarize petitions.

Unaffiliated - General Petition
Petitions for Unaffiliated offices must be filed with the County Clerk’s office before 4:00 p.m. on or before the day of the primary election (NJSA 19:13-9)
Petitions for Municipal offices must be filed with the respective municipal clerk before 4:00 p.m. on or before 71st day prior to election (NJSA 19:23-14)
Petitions for County Committee must be filed with the respective municipal clerk. Check with the municipal clerk as to when County Committee members run.
Candidate may also obtain nominating petitions for county offices, unaffiliated, other party candidates seeking local and county office, school board and fire district commissioners from the Clerk’s Office. Petitions for local offices are also available from the Municipal Clerk.
