Important General Election Petition Information

How to Obtain Nominating Petitions

  1. In-Person:  Petitions may be picked up at the following locations

  2. Regular Mail:  The Clerk’s Office will mail petitions - call (856) 384-4530

  3. Electronically:  Signatures may be obtained electronically on Nominating Petitions. When gathering signatures and filing electronically, all of the statutory requirements remain the same. A candidate must still complete all of the required documents. All names of candidates must appear on every form. All pages must be filed jointly along with the completed Request for Designation, Certificate of Acceptance, Oath of Allegiance, Committee on Vacancies.

Instructions for Circulating Electronic Nominating Petitions:

  1. Download the Generic County/Town Form (one or two candidate)
  2. Save the file to a computer/laptop
  3. Complete all required information in Section A
  4. After information is completed, save the file again to a computer/laptop
  5. Electronically send the saved Petition to the petition signers
  6. The signers must print the document
  7. The signers must sign and scan the signed document
  8. The signers must return the completed document to the circulator 

Note: If the petition signer does not have the ability to print or scan a document, they must create a digital signature and return the electronic file to the circulator. It is the sole responsibility of the circulator to collect the signature petition forms from the petition signers.

  2. USPS or Other Carrier:  Completed Petitions must be filed with the County Clerk prior to the statutory deadline of 4pm on July 26, 2021. If mailing, ensure adequate time to meet the statutory deadline.

  3. Email:  Nominating Petitions may be filed via email to the following email address: hpool@co.gloucester.nj.us

    Emailed petitions must meet the following requirements: 
    • Files must be sent in PDF format.
    • Gloucester County can only accept email attachments with a total size up to 35 megabytes. If attachments total more than 35 megabytes in size, send as multiple emails.
    • Warning: Do not email Zip files as they will be quarantined by the County email system.
  4. OwnCloud:  Completed petitions and signature pages may only be uploaded to the OwnCloud maintained by the County of Gloucester. No other cloud-based document/storage service or online application will be permitted. 

All signature pages must be filed jointly with the completed Request for Designation, Certificate of Acceptance, Oath of Allegiance, Committee on Vacancies.

Vote By Mail

Can’t get to the polls? Too busy to vote? In New Jersey, any voter can vote by mail for any reason or no reason at all using a Vote-by-Mail Ballot.

Apply

If you are a qualified and registered voter, you may apply for a Vote-by-Mail Ballot by completing a Vote-by-Mail application and mailing to the address below. The deadline for such requests by mail is 7 days before any and all elections (Primary, General, School, etc).

Voters may also apply in person at the County Clerk's Office up until 3 pm on the day before the election. The Gloucester County Clerk's Election Division is open Monday through Friday from 8:30 am until 4:30 pm (excluding holidays).

The County Clerk cannot accept faxed copies of a Vote By Mail Application since an original signature is required.

Vote by Mail Ballot Reports

The County Clerk’s office commences the mailing of Vote-by-Mail Ballots 45 days before the election. Once mailing has begun, Vote-by-Mail lists are updated daily and may be viewed / downloaded from the Vote by Mail List page.

Up-to-date information may be accessed using any device that has internet access such as smart phones, iPads, laptops, or desk top computers.

Reports are posted in accordance with N.J.S.A. 19:63-10

Military Voting

Active-duty military members and their family members may register to vote and apply for a Vote By Mail ballot by using the Federal Post Card Application (FPCA). Military members include those of:

  • Armed Forces
  • Merchant Marine
  • National Oceanic and Atmospheric Administration
  • Public Health Service

New Jersey law permits the emailing of Vote By Mail ballots to Uniformed Service Members and their families. The Federal Post Card Application is available online at the FVAP web site: http://www.fvap.gov/

Election Information

As a service to the public, the County Clerk’s Office maintains voter registration lists for 25 cents per district. By law these lists must be used for election purposes only.

Nomination Petition Filing Deadline for School and Fire District Election Candidates for General Election (last Monday in July) N.J.S.A. 19:60-7 Petitions must be filled out and notarized before filing with the County Clerk. The County Clerk does not notarize petitions.

Pursuant to P.L. 2018, c. 20, two or more candidates for school board may circulate petitions jointly and bracket together on the ballot.

Appointments to file a petition are encouraged. Appointments are secure and follow all Centers for Disease Control and Prevention Guidelines - Schedule an appointment

In-Person

It is highly recommended that petitions be filed in-person; however, if you choose to mail the petition, it must be received prior to the deadline. Postmarks are not acceptable.

With the enactment of P.L. 2020, c.55, school board candidates may submit their petitions electronically.

If filing electronically, candidates need to complete all of the required documents. All of the statutory requirements remain the same.

Fire District Election Information

The following municipalities have Boards of Fire District Commissioners whose elections are held each February:

  • Deptford
  • Franklin
  • Harrison
  • Washington Township

File Petitions

To run as a candidate for the Board of Fire Commissioners in districts whose elections are held in February, please file petitions with the respective Secretary of the Board of Fire District Commissioners.

Election Dates

The following municipalities have Boards of Fire District Commissioners that opted to move their elections to the November General Election:

  • Mantua - 2020
  • Westville - 2021

Requirements

To run as a candidate for the Board of Fire Commissioners in the November General Election:

  • Nomination Petitions are available at the County Clerk’s Office, Election Division, during normal business hours or can be downloaded below.
  • Petitions must be completed and notarized before filing with the County Clerk. The County Clerk does not notarize petitions.
  • Petitions must be filed with the County Clerk's Office, Election Division before 4 pm on or before the last Monday of July proceeding the November General Election. The Election Division is located at:
