Andre L. Bay

Andre L. Bay has 30 years of experience in law enforcement.  Andre began his career with the Gloucester County Sheriff’s Department in 1983.  While with the department he worked in the Corrections Department, Identification Unit, Courts and Transportation Units, Warrants and Special Investigations Unit and the Environmental Enforcement Unit.  In 1994 Andre was hired by the Gloucester County Prosecutor’s Office where he spent most of his career in the Crime Scene Investigations Unit.  As a crime scene investigator Andre became a fingerprint examiner and gave expert testimony in superior court on many occasions.  His many ranks included Detective, Sergeant, Lieutenant, Deputy Chief and ended as Chief of County Detectives.

Andre served on the Gloucester County S.W.A.T. Tactical Team from 1989 to 1993 and then as S.W.A.T. Team Incident Command Coordinator from 2004 to 2009.

Andre’s education degrees include an A.A.S. degree in Law Enforcement from Gloucester County College, B.A. in Public Administration from Fairleigh Dickinson University and Master of Administrative Science from Fairleigh Dickinson University.  Throughout his career he has attended over 100 programs, seminars, and college accredited courses on topics including forensics, supervision, leadership and terrorism.  Andre is also a graduate of the New Jersey Chiefs of Police West Point Command and Leadership Program.

Since 2006 Andre has been an adjunct instructor at Gloucester County College teaching Introduction to Forensics I & II.

Professional organizations include the New Jersey Identification Association (Board Certified), the International Association for Identification, (CSI Board Certified 2006) and the Gloucester County Police Chiefs Association.  Awards and honors include, President’s Medallion for Excellence in Law Enforcement, Gloucester County College; Firearms Excellence Award, Camden County Police Academy; Physical Fitness Award, Camden County Police Academy; Distinguished Service Award, Gloucester County Police Awards Committee; and Gloucester County S.W.A.T. Team Unit Citation Award, Gloucester County Police Awards Committee.  Andre also had an article published in the international publication of the Journal of Forensic Identification in 1998.

Outside of his profession Andre is a member of the Sons of Italy Lodge 2580 and the Mt. Royal Gun Club.  Hobbies include canoeing, hiking, and hunting.  He also enjoys tending to his vegetable garden and his small vineyard.

As Undersheriff, Andre is committed to motivating members through leading by example, but more importantly working as a team.  He enjoys teaching and mentoring employees and providing clear directives resulting in enhanced productivity thereby achieving success.
