Gloucester County Supports Amending "No Child Left Behind Act" to Give Greater Local Flexibility

(Woodbury, NJ) " Gloucester County Freeholders will adopt a resolution at tonight's Freeholder meeting supporting the National Association of Counties (NACo) resolution to amend the No Child Left Behind Act.  The resolution urges the US Congress to improve the No Child Left Behind Act (NCLB) to grant greater local flexibility and urges Congress to fully fund the law.

"With Congress preparing to reauthorize the current version of the No Child Left Behind Act there is a window of opportunity to change the law so it truly helps schools to prepare every child to succeed in our rapidly changing global economy," said Freeholder Director Stephen M. Sweeney.  "There were good educational improvement goals in the law, however the mandates have had a counterproductive effect on schools, educators and students," Sweeney said.

"This act needs to be amended so that students are recognized as more than a test score.  The resolution I am supporting tonight is supported by the National Education Association and the National Association of Counties because there needs to be greater local flexibility allowed under the No Child Left Behind Act," said Freeholder Joseph A. Brigandi, Jr.  Brigandi is liaison to Education in Gloucester County which includes the Gloucester County Special Services School District and the Gloucester County Institute of Technology.

Brigandi said, "There are serious shortcomings in this law."  Freeholder Brigandi said that the NCLB sets expectations and specific requirements for all students to be 100 percent proficient by the 2013-14 school year.  These expectations are imposed upon all students, including those with disabilities, making it impossible for all students to comply with the law.  The National Association of Counties resolution offers various recommendations to improve NCLB including using multiple measures to assess student learning and school performance and providing states substantial resources, guidance and technical assistance to help turn around high priority schools.
