Renewable Energy Project Sited for former Landfill

(National Park, NJ) - Gloucester County Freeholders today announced that through a partnership with the County and the Borough of National Park a Memorandum of Understanding (MOU) with Hartz Solar, LLC of Seacaucus, NJ has been entered to develop a 5 megawatt solar energy generation project on the former Hawthorne Landfill site.

Hartz Solar, LLC will be the Master Redeveloper for a proposed renewable energy project that will include a solar photovoltaic ground-mounted array that will be interconnected to the local electric distribution system and/or a net-metered installation.

"This partnership is an excellent opportunity for National Park to turn a formerly fallow site into a project that benefits the town, the county and the environment," said Freeholder Director Stephen M. Sweeney.  "Gloucester County continues to be ahead of the curve in finding creative ways to use our available resources at the county and local level to make these kinds of projects happen," said Sweeney. 

Freeholder Joseph A. Brigandi, Jr, liaison to the Department of Economic Development, explained that the County utilized its redevelopment program to get this project to this level. 

National Park participates in the County's redevelopment program which provides municipalities with planning services and technical advice in support of the redevelopment of under-utilized properties or identified Brownfields parcels with the intent to clean up and/or re-build on previously used land.  The 75-acre Hawthorne Landfill, located at Woodlawn Avenue and S. Grove Road, has been identified as a priority project by the County.  Recently it was designated as an Area in Need of Redevelopment by Borough officials.  A final redevelopment plan is expected to be adopted by the end of the summer.

 "By working with county resources, municipalities are able identify, remediate and return areas that need attention to use, such as the former Hawthorne Landfill.  This project is a perfect example of all the stakeholders working together on a project that will benefit the residents in the short-term, through proper closure of the landfill, and in the long-term with the solar component," said Freeholder Brigandi.

The MOU allows the parties to negotiate and complete a Redevelopment Agreement and Ground Lease to facilitate the project.  Terms of the MOU offer National Park lease payments to the Borough for the project.
"This project would not have been possible without the assistance of the Gloucester County Department of Economic Development" stated Mayor Patricia Rossiter. "Their support will allow this blighted property to become a significant source of income for the Borough of National Park."

The Borough will continue to pursue remediation and closure of the landfill with Birdsall Services Group, previously selected through RFQ/RFP process as its potential Remediation Firm.  Hartz Solar, LLC, a division of Hartz Mountain Industries, is one of the largest privately held real estate owners/developers in the nation.  Hartz Solar, LLC was assisted in the project by Adam Zellner of Greener by Design.
