Notice of Availability of 2020-2024 Five Year Consolidated Plan
And Substantial Amendment to 2019 Annual Action Plan
5 Day Comment Period

NOTICE IS HEREBY GIVEN that Gloucester County will hold a VIRTUAL PUBLIC HEARING and PUBLIC COMMENT PERIOD to receive citizens’ comments on the following: 

    Five Year 2020-2024 Consolidated Plan and 2020 Year One Annual Action Plan for the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs.

    First Substantial Amendment to the 2019 Annual Action Plan to program $804,857 in CARES ACT CDBG-CV funds.


These plans are available to the public for review at the Gloucester County Office of Housing and Community Development, 1200 N. Delsea Drive, Building “E” Clayton, NJ and included in the documents below.
Due to Governor Murphy’s Executive Order on March 21, 2020 prohibiting social gatherings and ordering residents to stay at home, and the current federal and state guidelines regarding social distancing, the County will be conducting its public hearings using an online meeting tool. the County will be conducting its public hearings using an online meeting tool. These virtual public hearings will include a robust presentation of information and permit members of the public to provide feedback and comments.

Given the need to expedite actions to respond to COVID-19, HUD waives 24 CFR 91.105(c)(2) and (k), 91.115(c)(2) and (i) provided that no less than 5 days are provided for public comments on each substantial amendment. The public is invited to address written comments by email to cvelazquez@co.gloucester.nj.us as well as live during the virtual meeting.  All comments received by July 6, 2020 will be considered.  Comments may be emailed to Christina Velazquez: cvelazquez@co.gloucester.nj.us , by mail to the Office of Housing and Community Development: 1200 N. Delsea Drive, Building E, Clayton, NJ 08312, or on the day of the virtual meeting.
 


Gloucester County Community Needs Survey (closed)          
 
The Consolidated Plan will describe the County's housing needs, non-housing community development needs and homelessness needs. Your responses to the following survey will help us prepare those summaries and describe our strategies for addressing those issues during the next five years.

In addition to the Consolidated Plan, the County is also preparing an Analysis of Impediments to Fair Housing Choice (AI). The goal of the AI is to collect data to determine the current state of Fair Housing compliance, identify any impediments to Fair Housing, and make recommendations to address those impediments. The Federal Fair Housing Act makes it illegal to discriminate in housing because of race, color, religion, gender, age, national origin, disability/handicap, family status, etc.
This is an anonymous survey. Responses will be summarized and individual responses will not be shared. Please complete this survey only once. The survey will remain open until May 1, 2020.   Please forward a link to this survey to anyone else that you feel would be interested in participating.
